EU Fish Processing Industry sector data call

Under the provisions of Council Regulation 2017/1004, we are requesting the economic variables for the fish processing sector detailed in Table 10 of the Commission Delegation Decision (EU) 2019/910. In particular, Income (gross total sales, operating subsidies and other income), Personnel costs (Personnel costs and Imputed value of unpaid labour, optionally Payment for external agency workers), Energy costs, Purchase of fish and other raw material for production, Other operational costs, Capital costs (consumption of fixed capital), Financial income and Financial expenses, Total value of assets, Net Investments, Subsidies in investments, Debt, Employment (number of persons employed their FTE national, number of unpaid labour and their FTE, number of hours worked by employees and unpaid labour) and number of enterprises pertaining to the EU fish processing sector.

Member States who have decided to follow the extended programme are invited to submit the previously mentioned data following the segmentation by size category set out in the Commission Decision 2010/93/EU. Size category segmentation, where the number of people employed is: ≤ 10, 11-49, 50-249, ≥ 250.

Moreover, for enterprises that carry out fish processing but not as a main activity, it is possible has to be reported the Number of enterprises and Turnover attributed to fish processing.

Member States are requested to report data on raw materials when their data collection is specified under their national Work Plans. In particular, following RCG ECON advice, it is requested to report the volume of raw material using for the name of Species the 3-letter FAO code, to report separately the origin under: i) Production environment Origin (Capture based fishery and aquaculture sector) and ii) Country of Origin (Domestic, other EU or non-EU), and if collected the volume of raw material by processed status according to the following categories: fresh, frozen and semi-processed materials.

Important notes

  • Please note that you may not be required to submit all the templates. You are requested to submit the templates according to your Work Plan and National Programme. Even if not required, all templates can be submitted on a voluntary basis. We would like to encourage you to submit all the possible templates, so that the data can be further used and we have more complete information of the Fish Processing sector.
  • There is no need to send data or log files via emails, we’re able to address your questions directly by reviewing the system.

Templates

To be able to upload data you need to use files with a specific structure. The files can be downloaded one by one from the table below:

  • The upload tool accepts only Excel files with a specific format, as they are provided:
    • do not change the headers (names and order of columns);
    • do not change the sheet's name;
    • the file's name must start with the one provided, any string can be added after provided file name; for example: main_2022_xxx or main_JRC are accepted but not JRC_main;
    • no macros and no calculation fields are allowed;
    • data are considered well received if in the upload status is reported "File successfully uploaded";
    • use "." (dot symbol) as decimals separator, "," (comma symbol) is not allowed for numeric fields.
  • If you need to change or delete values in year X, you need to reupload all the valid values for year X. The system will substitute the new list with the old one for a given year. Changes are executed by year. For example, when correcting the Turnover from the “pro_non_main” template for a given year, you will also have to resubmit the number of enterprises for that given year, if not the previous number of enterprises submitted will be deleted.
  • If you want to resubmit previous year’s data, you can use these templates, by adding the year you want to resubmit. Please do not forget that when correcting data for any particular year, you will have to submit all the data for that year requested in the template.
  • It is recommended to upload template's data by year, it will facilitate the detection of errors if any.

Note: upper-case or lower case or camel-case is all accepted by the system.

DCF (historical)

Under the provisions of Commission Decision 2010/93/EU (Appendix XII), there are requested the variables: Income (turnover, subsidies and other income), Personnel costs (Wages and salaries of staff and Imputed value of unpaid labour), Energy costs, Purchase of fish and other raw material for production, Other operational costs, Capital costs (depreciation of capital and financial costs), Extraordinary costs, Total value of assets, Net Investments, Debt, Employment (Number of persons employed, gender and FTE national) and number of enterprises pertaining to the EU fish processing sector.

Moreover, for enterprises that carry out fish processing but not as a main activity, it is mandatory to collect the Number of enterprises and Turnover attributed to fish processing, in the first year of each programming period.

Member States who have decided to follow the extended programme are invited to submit the previously mentioned data following the segmentation by size category set out in the Commission Decision 2010/93/EU. Size category segmentation, where the number of people employed is:
